However, whether it's in spending or loss doesn't really matter. There is no specific case law prescribed in the board syllabus regarding this issue. However, there are some cases that have debated it, although they haven't revealed anything too profound. What is more important is that the expenditure and loss must have been actually incurred. So, what does "actually incurred" mean? In the case of Celtx Oil, the court decided that "actually incurred" doesn't necessarily mean "actually paid." It means something different.
